Service disconnections for non-payment begin in May

After review and consideration of an ongoing emergency order, COVID-19 positivity rates and other factors, the Arkansas Public Service Commission has announced a target date of May 3 to lift the moratorium on disconnections.

Special Payment Arrangements

Delayed Payment Arrangements

In addition to the standard delayed payment arrangements and extensions offered, FECC is also offering an extended payment arrangement which will give members 18 months to pay their delinquent balance.  Each month, starting with the May 2021 bill, 1/18 of the delinquent balance will be applied as an installment to the current billing.  This installment is treated the same as other current billing charges which are subject to penalties and disconnect.  In the event the account closes, all remaining installments will be due along with the final bill.

Prepaid Arrangements

Prepaid accounts can be set up on an extended Prepaid arrangement which will apply 20% of all future payments to the arrangement amount while 80% goes toward the Prepaid balance.  All payments made in the month of April will be included in the Prepaid arrangement.  This will give the Prepaid account a starting credit when the arrangement is made on May 3.   For example, if a member makes 2 payments of $50 in April, the arrangement will be for the Prepaid balance plus $100 therefor leaving the account with a $100 Prepaid credit balance.

Additional Assistance

In addition to these payment plans, you may qualify for assistance through the Low-Income Heating and Energy Assistance Program (LIHEAP). For more information on LIHEAP and how to apply, go to -
